Under SCA and Davis-Bacon wage determinations, contractors must furnish required fringe benefits separate from and in addition to hourly wages, on an individual employee basis, and in accordance with U.S. Department of Labor (DOL) regulations. These obligations may be satisfied only through bona fide fringe benefit arrangements, which the DOL evaluates based on funding structure, enforceability, documentation, fiduciary responsibility, and ongoing reporting obligations.
